The committee to draft the lokpal bill is made of humans. There isn't a single human who would not have committed an error. Opting out in fear of exposure is not the solution, acceptance of error or omission and realization of not repeating it, is the need of the hour.
The best of the criminals can make the best laws, for they know the way. The best bill would be drafted by putting, the top 5 corrupt people together, and ensuring that they are pitted against each other and don't collide with each other. But since that's not possible, so lets have the lesser evils do it, but essentially for the bill to have teeth, the evils should participate.
So lets agree immorality is ingrained. Its needs to be controlled and monitored, by the self and the society. Being immoral inst a crime worth to be hanged for, so lets stop braying and let the contributions to controlling it begin.
